APCOtv showcases the regional cooperation and initiative to provide state-of-the-art communications capabilities across the Hampton Roads, Virginia region. The Overlay Regional Interoperability Network (ORION) was designed to provide mobile command and control capabilities to the region's public safety responders regardless of political, geographical, or technology disparities. The ORION system provides Project 25 voice and data, high speed data and mobile data computers to the seven cities of Virginia Beach, Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, and Suffolk, Virginia.

The LEADS consortium of law enforcement agencies working through LESA, sets the model for partnership, regionalization and interoperability through evolutionary strategic planning for optimal use of resources, technology and funds.

Utilizing Avaya IP Telephony public safety officials can facilitate true interoperable and Unified Communications. Regardless of location, device or technology they can respond and deliver critical resources through seamless, transparent communications to share information between ground zero, the mobile PSAP, the EOC, the first responders and specialized resources. Avaya demonstrates that with smart planning of infrastructure and applications, evolution to this level of responsiveness can be swift, cost effective and scalable.
